Joker (Mark Hamill) – Batman: Mask of the Phantasm
If this was a list of best on-screen Batman villains, Hamill’s Joker would be right at the top. As it is, he is only a supporting presence in Mask of the Phantasm so he can’t come any higher.

Tim Burton reimagined Penguin as a hideous bird-man, whose years of isolation have made him a monster on the inside as well as out. Danny De Vito is truly revolting in the role.
Ra’s Al-Ghul – Batman Begins
One of the coolest supervillains ever, Ra’s is not only Batman’s mentor but his most personal and powerful enemy and his legacy is felt all the way until The Dark Knight Rises.
